The Steps Recorder only record screen but do not save it as a video file

No.

You can use a Microsoft tool called expressions to make wmv files... it free.

Absolutely, there’re some online screen recorders that can be used on webpage directly, such as Apowersoft Screen Recorder and Screencast-O-Matic. Both of them work great in capturing screen activity. However, as for me, I prefer using the former one. You see , the Screencast-O-Matic has 15 minutes’ recording limit. Nevertheless, they are quite useful. Hope my suggestion is helpful.
