I have Windows7 64bit with Java 6_31 client installed but when I try to open java URL,
    I get error:

It works fine with Windows XP workstations. Any inputs or opinions will be appreciated.

Try uninstalling & reinstalling Java, if you haven't already. Many users installs the newer versions of Java (& Flash) over the older versions. Oracle themselves recommends this.

Why should I remove older versions of Java from my system?

It may not resolve your issue, but it won't hurt anything either.
