Windows 7 korean issues

My computer is running windows 7 home premium and well when i download files in korean i get the descriptions in weird symbols.... wondering if there was any way to fix this...

If 7 home has the option to change system locale (Control Panel > Date, Time, Language and Regional Options), change it to Korean. I don't know if home premium has this option, since it doesn't officially support MUI's.
