Windows 7 Lack of flashing notification on the Taskbar

Normally, whenever I get an instant message, the program in the taskbar flashes orange. In Windows 7, I noticed a problem after I had gone through and changed several things from the defaults.

Namely, only the tab within the small pop-up menu when you hover over the program flashes, instead of the one you can actually see. Naturally, this makes the flashing rather useless.

All orange flashing alerts for every program have been affected by this program.

Did I, in my haste, accidentally trigger an option that did this? Does anyone know how to fix it?

Never mind, it turns out that it is a bug with the Luna theme.
