Windows 7 Laptop and Windows 7 issues.

I bought a used HP laptop which had Vista Home Premium 32bit installed on it from new. I used it for a bit without any problems but decided i wanted Windows 7 Home premium instead.
I fitted a brand new hard drive for this and decided to install the 32bit version.
Since doing this i keep getting the (Not Responding) message at the top of the screen no matter what i am doing, eg web browsing or photo editing etc..
All drivers are upto date and yes the drivers for Windows 7 are installed for the laptop from the HP website.
The laptop has an AMD Athlon X2 64 2.1ghz processor and 3 gig of DDR2 800mhz ram.

The issue is very annoying so does anyone have any idea what could be causing this??
