Windows 8 Microsoft Services

I am having problems with connecting to Microsoft Services
he following messages apply.
"Sorry we cannot connect to microsoft serfvices at the moment. If this persists search for network problems on the start screen"
"We cannot connect to the service you need right now. Check your network connection or try this again later"
have run network troubleshooter = no problems found
I have restored twice to earlier configs = problem still exists.
IE 11 works OK
Chrome does not load
Other programs also do not load
The Laptop recognises the Login and pin number to start up
Please help

Problem fixed it looks like a windows update tampered with Norton
Norton assistance found the problem and fixed it

I agree the problem was having Norton running but good luck with it.
