Windows 7 monitor routers/ping

hy guys,
I have in my admistration a network formed by more than 300 pc in different places interconected by vpn. In each location i have one router microtik. To decrease the time of intervation in case that the connection falls, i would like to implement a solution of monitoring for those routers which alert me in real time via email and on my monitor from dispatch in the moment one of those routers falls. Do you have any ideas?

There's so many ways to do this it would make your head spin. You could have a simple script running as a scheduled task that just pings the router address and if it stops responding for x seconds send email or you could collect snmp info from the router and use that to determine a downed router.
