Windows 7 no Windows 7 Active Directory Users & Computers MMC Snap-in

I have installed MOST of Active Directory but do not have the Windows 7 Active Directory Users & Computers MMC Snap-in. I cannot find it nor download it from the Microsoft download site. I cannot use the function at the present time. 1. Does it exist as a separate module?
2. Can anyone help? :confused: It's a necessary component of my job to use Active Directory.
