Ok I have been almost everywhere and still i cannot find a solution to this :(
So like everytime i move my Taskbar anywhere from left to right up or down it goes milky and then i get the infamous Windows explorer is not responding.... I have tried SFC/scannow repair install spyware scanners and still this problem continues this is what my event viewer tells me.
