Windows 7 Rotating Wallpapers Not Working Properly

Why is that lately, the feature that supports rotating wallpapers disables after reboot? What i mean is, say i got my destination folder set to the root of 'My Pictures', and after reboot, no longer in my right click menu is the option to go to next desktop wallpaper, and at the same time, going into the Personalize menu, the options to change intervals on the delay of each wallpaper change and the shuffle box is all dimmed out and not selectable and the folder destination has become a sub folder in the 'My Pictures' folder. It's like it chose its own wallpaper from a folder and left it at that. I use CCleaner, and Avast, and very often download and save awesome wallpapers. What is making this happen?? It used to work great, and flawlessy even after every reboot!
