Windows 7 shell32.dll

When I run Uniblue RegistryBooster I get a message that says "Ordinal 96 not found...in file shell32.dll"
Uniblue (A MS certified service) Tech Support said to download the new shell32.dll and
replace the old one in windows\system32. When I try to do this, it won't let me because it says I need permission of the System Administrator. I am logged in as an Administrator.
Help, please: What is "Ordinal 96"? Do I need be concerned with this error message? How can I replace the shell32.dll file? Or what else, if anything, should I do about this error message?
