Windows 7 Shutdown does not close files/folder etc

Hi, this is my first post so please go gentle.
running win 7 ult, when I reboot or shut down anything left open on my desktop is back opened when the pc restarts?

this has been going on for some time and wondered why? any help ius appreciated!.
