Deleting temp files only frees up space, it has no impact on performance. Disabling services does or if you want to keep the services, you can change services set to automatic to automatic delayed if you have poor performance during the initial login phase.

Deleting temp files will free up the disk which is increase disk access speed.
 
All file locations are stored in the MFT so it's going to be a very marginal speed increase at best.
