Windows 7 start menu pops up and opens multiple random instances when clicked after startup

hello, first post here!

well, my friends new laptop begun doing this crazy stuff about a week or so..

after it boots windows 7, the start menu pops up and can't click anything for a moment. after that, if you click anything on the start menu or even a folder or shortcut on the desktop, it opens like 15 instances of what was clicked.

i already tried malware/virus checkup and it's ok.

please help!

i just formated and did a fresh install of windows from the recovery drive but it keeps doing the same crazy stuff.
what can this relate to? what can i try to do?
