Windows 7 Suddenly can only connect to the internet with certain programs

Hey all, new to windows 7 forums
I've had windows 7 for months now on my new computer, but one day programs just seemed to stop working on the internet.
First it was chrome, then it was a few games. Occasionally when I restart my computer everything can connect again. But it's starting to be more frequent that I can't.
However, skype has managed to connect 100% of the time.
I also noticed that it takes quite awhile for the computer to connect to the internet.

So far I've tried making new user accounts, renewing my ip, and uninstalling some new programs, but no luck at all.
My antivirus picked up an infection but cleaned it, it's nod32 AV5.

I figure it might be a problem with the ports, but have no clue on where to start.
Really stuck here, all help is greatly appreciated!

edit: Ran windows 7 help and it found that it can't connect to the DNS server.

That's a modem / Internet connection / Service provider problem. I've been a janitor for several years, and that's been a constant problem. Disconnect your modem, preferably the main one in your house, and everything that's linked to it, wait for 15 seconds or so, and connect it again. If the problem continues, it's probably due to some links failing along the way... contact your NET provider.
