Windows 7 taskbar icon bugs

I'm not sure if this is a bug or an O.E. -

but my taskbar icons don't seem to be acting the way they are supposed to.

example - if I have a browser open, and some other programs open, the variuos programs should come to the top layer if I click on their icon, etc. but what happens is that the icons just blink on the taskbar. and if I hover over a given icon to show a thumb of the associated windows and then try to click on that thumb it just disappears back into the taskbar.

somethings buggy.

is there a way to reset the functionality of the aero/icons/windows/panes, etc? or?

This is definitely a weird behavior. Try under a new user account, Control Panel > User Accounts > Create new.

Did you upgrade to 7 or did you do clean install ?
