Tokyo Electric Power, operator of Fukushima Daiichi nuclear station, has made its first financial payments to towns around the damaged plant, though the disbursements – Y20m ($237,000) each to 10 municipalities – amount to only fraction of its expected liabilities.
Tepco, on Tuesday, described the payments as “mimaikin” – customary offerings to people in need – separate from legal obligations such as fines or awards of damages. The payments went to towns and villages close to the plant whose residents have been forced to evacuate as a result of the crisis.
