Windows 10 the processor works at a higher clock speed than usual.

hello, yes, this is the problem. 2.9ghz is written on the box as the base clock and the machine is also very slow.
 
Solution
The CPU speed is per core speed, so speed can be Core speed X number of cores. Speed is not the only factor on how a system will perform. You have speed, number of cores, size of on board cache upon other factors. Other components such as memory, storage, connector types, cooling can all play into performance hardware wise. This is not even factoring in OS and software running which can further impact performance.
