Windows 7 Transfer ipa's to iphone and back to pc

Hello all,
I'm looking for a program that will let you install ipa's into an iPhone/iPod touch
and if you want, you can transfer them back onto your desktop as an ipa.
These are some of what I have they don't do the job:

iPhone Explorer
iFunBox
iPhone Transfer Platinum
iPhoneBrowser
DiskAid
CopyTrans
