Windows 7 UAC and gadgets

is there a reason when I turn off UAC, win7 Blocks everything that has to do with gadgets?
its like gadgets are being held hostage till I turn it back on

I think this is an acknowledged glitch that will be corrected when Win7 is finished. Until then, the UAC and general "account security" options (to protect the administrator account from having access to itself) will remain even more annoying and unavoidable than ever before.
