Windows Vista Vista and Progam installations

I’ve noticed that with Windows Vista, some programs are installed into a hidden local user folder rather then in C:\Program Files. Does anyone know how to force a program to install into the default c:\Program Files?
 


Some programs are optimized for Vista installation and some are not. You can try to change the install path in the installer, but Vista may still move some files to a location where they can be run with your user privs.
 


Do you think Windows 7 will use same rules?
I've created my own installation software working correctly in Windows 2000 and XP but on Vista is necessary to set full privilege in the c:\program file\myfolder for the current user for use my software (because write in the folder).
In spite of this agreement the update not take into account all upgrade!!
Why??
