Vista taskbar color changer not working?

  1. (Im using Vista basic home 32bit)
    Ok Im kind of freaking out. You know how you go to your control panel and you can get to a place where you change the color/hue of your taskbar and the top bar of all your windows? I cant find it anymore! It's nowhere in the control panel that I can see and the top part of my windows are just normal solid colors, not that strange wave design as before! How can I correct this? I hate reinstalling vista, is there another option? :(
     
  2. right click the desktop, click on personalize.
    options there to customize
     
  3. no thats what my problem is, it's NOT there :( Theres no way to get to the barcolor changer, it's just gone. Also, when I click on the option to have shadows under the windows, the shadows dont appear. Im restarted my computer and everything, it wont work.
