Windows 7 Website Access Issues: Fatal Error Due to Maximum Execution Time Exceeded

For the past while when accessing (Logging into) the forums and the website it comes up say "redirecting" "click here if the webbrowser doesn't Redirect you" I wait for 20 Sec's then I get an error, or even click the "Redirect" link I get the same error, It only happens though in Peak times on the Website though, The error in qustion is this: Fatal error: Maximum execution time of 30 seconds exceeded in C:\inetpub\vhosts\windows7 forums.com\httpdocs\global.php(400) : eval()'d code on line 65
