Windows 7 Why can I not put a 3.0 GB ISO on a 4.7 GB DVD?

I have to reinstall my OS due to a non-genuine issue. I downloaded the .ISO for Home Premium which states it is 3.0GB until I try to burn it on a blank 4.7GB DVD.I talked to Microsoft and she was trying to get me to extract the .ISO. They then transferred me to someone else and I never got to figure out what I should do. I have a TB but from what I have read, you can't use that as a boot-able USB. Is there something I am missing as to why this won't fit on my DVD? I have used the Microsoft DVD burner, IMGBurn, and the Microsoft DVD/USB tool and they all say it won't fit. Thanks.

Don't re-install Windows. Waste of time and effort.

Instead, open an elevated command prompt and run these commands:
slmgr /upk
slmgr /cpky

Reboot then hit Windows key + Pause key.
Enter your key and enjoy.

What exactly am I doing by doing this here?
