Torrents, or bit torrents, have something of a bad rep, but they could be used as a cheaper alternative to traditional cloud storage.

Yes, but if it goes continues going down like PirateBay it makes no sense...

I have actually found a solution for Pirate Bay being blocked. I always knew that they had some proxies, but not all of them were safe to use. I have tried out a few and those were useless, just ads and nothing else. I searched more and I found what seems to be a list of working good proxies. You can find that list on Link Removed. They are updating the list frequently and that is how they make sure all of them work. I never liked other torrent websites, but now when I can always use pirate bay, I don't really care about it.
