Windows 7 Windows 7 "battery" problem

Hey i know that it is been posted a bit about this alredy and i have been reading most of it but i guess its timer to bring life to the posts again, while i keep reading and trying more solutions, appreciate all help...

Ok i've had this problem for quiet some time now and done certain things that i hoped would work, first of a little about my problem.

I got a laptop (info about the laptop comes later) with windows 7 ultimate 32 bit, the last weeks i have gotten a message like this:
"plugged in not charging, concider replacing your battery" "there is a problem with your battery so your computer might shut down suddenly" , not suprisingly the laptop do turn off after battery been on 0% for some time , i can get my battery charged to around 40% after days of charging , the battery burns fast as soon as i turn the laptop on.

If i take out the battery and try to start up without battery and only charger in it comes blue lights from the keyboards and for like 1 second it seems like its gonna start but then it stops.

What i have alredy tried is:

-Once there, run the following command: powercfg -setdcvalueindex SCHEME_CURRENT SUB_BATTERY BATACTIONCRIT 0. This changes the current power scheme so that even when Windows 7 thinks the battery is almost out of power, it won’t shut down the PC.

-firstly close ur laptop.Then take out the battery at the bottom and put on youre charger.open youre laptop and then open youre user.then close the laptop and take out the charger.then put the battery back on and then put the charger on and it should work

-Also tried updates, virus scans , driver updates.


So im pretty much stuck at this so help would be appreciated, some basic information that might be useful about my laptop:
