Windows Vista Windows Explorer has stoped working? How do you fix it?

Here are the system specs that I am running at

1. AMD Phenom 2 940 3GHz Quad Core processor AM2+
2.Gigabyte GA-MA790GP-UD4H (not really sure that is what it says on the manual)
3. Ide Hard disk 250 gig (master)
4. Ide Cd Drive on (slave) - reason only one IDE slot
5. PC8400 Ram at 1033 MHz

The system is not over clocked and it runs on a windows Vista Ultimate 64 bit edition.

here is the error i get - Windows Explorer has stopped working

This triggers a runtime error 217 at 24B10C14. I am not sure whether these two errors are related or separate. I have tried to find information on the internet about this error but I cannot seem to find anything useful. I am hoping someone has had this problem before and can help me resolve it.

Did you install any programs before this happened? What programs are you running?
 
I am running Defender Pro 15 in 1
Defender Pro anti spy
Defender Pro anti virus
Easy Tune 6 - utility from gygabite which shows system diagnostics like temperatures and all of that good stuff
windows sidebar
Acronis True Image Backup
ehtray.exe - media center service
ehsas.exe- another media center service
csrss.exe
avp.exe*32

Yes I installed the very basic programs such as office 2007 and Acronis as my drive image, mobo drivers and software, and had my personal files transferred. That is when it started to show this annoying error.


I really wish that i can provide a picture of my task manager but hopefully this can do for now
 
I already have Windows Completely up to date - windows vista installs with internet explorer 8 to begin with and I use Firefox when browsing the internet so it should not matter any way. I believe this is a registry error which I cannot find enough information on. Last time I actually tried a registry cleaner it ended up erasing my windows vista profile and my entire windows crashed - and recovered with Acronis.
 
Actually the default vista browser is IE7... So changing to IE8 may help.
 
Well I installed Internet Explorer 8 but the error still occurs. - I am not running any programs on the foreground when the error occurs a couple hours after I power in my computer. I am wondering if there is some expert that understands the code of the error and can give me more information on how to resolve it so I dont have to install windows XP 64 bit.

Actually Kemical, don't mean to but in...... My friend who owns a computer store,he can work on several computers at once and talk on the phone. He wouldn't have IE8 on his computer right now..... too many bugs.

It may be caused due to a Malware SpyDawn IS and as such the following steps are recommended to resolve the issue:

a. How to Run Windows Defender if you are unable to go in normal mode:

1. Restart system pressing F8 to get startup menu.
2. Select Safemode with command prompt.
3. From command prompt type “cd\â€Â￾ to get to the root of the drive
4. From root of the drive type “cd program files\windows defenderâ€Â￾
5. From C:\program files\windows defender\MSASCUI.exe
6. This will launch the defender interface and allow you to run a scan

b. If you are unable to run it in Safe Mode Command Prompt:

1. Boot to Windows DVD (WindowsRE)
2. Select Recovery Tools
3. Select Command Prompt
4. Change folder path (cd) to \program files\Windows Defender\
5. Type the following command:
6. MpCmdRun -scan –scantype 2

(Scan type 2 is a full system scan. To see more functions do -? Following the MpCmdRun command)
