I have noticed that a number of applications give themselves permission to get through the firewall. No matter how many times I deny these apps access through the firewall they seem to mysteriously regain permission. Since the last time I unticked all of the following, they are all re ticked again with permission. why does this happen ? I don't use or wish to use any of the following, so there is no need for them to be able to bypass the firewall.

microsoft Phone
mail and calender
microsoft photos
microsoft edge
google chrome.
microsoft wi-fi
movies and tv
one note
x box
 
Are you editing existing firewall rules? Maybe try creating a custom deny rule for each application, this way if Windows updates the programs or does a check to see if the firewall settings the application thinks it needs is messed up, it should fix the original rule and leave your new rule alone.
