Windows 7 Windowss 7 Starter and Missing DVD Dolby Sound

My friend just bought a new netbook computer with the Windows 7 Starter OS. When we tried to play a DVD with Dolby sound, no sound was produced. Doing a little research, it appears that the problem is that Starter doesn't have the Windows Media Center component which would provide the codecs for Dolby sound. I found this Microsoft article that contains a download that apparently would solve the problem - Description of the Windows Media Feature Pack for Windows 7 N and for Windows 7 KN .

I was wondering if there is any simpler solution to the missing Dolby codec problem other than a multi-hundred megabyte download and install.
