Canada’s Semiconductor Council is pressing Ottawa to add a seventh semiconductor pillar to the country’s newly launched AI for All strategy, arguing that sovereign AI infrastructure cannot rest entirely on foreign-made chips. As first reported by BetaKit, the council, which represents nearly 60 Canadian semiconductor companies, has submitted a position paper titled Sovereign AI Needs Sovereign Silicon. Its central argument is straightforward: Canadian data centres may keep workloads, data and some economic activity within national borders, but they remain dependent on hardware designed and manufactured elsewhere.
The timing matters. Canada launched its six-pillar National Artificial Intelligence Strategy on June 4, 2026, with “Building a foundation for Canadian sovereign AI” covering domestic compute infrastructure, research and talent. But the government’s published framework does not establish a dedicated semiconductor objective, domestic-content standard, or procurement preference for chip capacity.

Canada’s current approach treats sovereign compute primarily as a data-centre and access problem. That includes support for large-scale domestic AI infrastructure, such as the government’s May work with TELUS under its sovereign AI data-centre initiative, along with programmes intended to help Canadian firms obtain high-performance compute.
The Semiconductor Council’s position is that this definition is incomplete. Accelerators, networking silicon, memory and specialized edge processors are the physical supply chain beneath every AI model, cloud region and enterprise inference deployment. Hosting a workload in Canada does not make the underlying compute stack Canadian.
CSC managing director Paul Slaby told BetaKit that Ottawa correctly recognizes the need for sovereign compute, but needs to acknowledge that domestic semiconductor capability is part of solving the compute problem. The council reportedly received a positive initial response from Deputy Minister of AI Mark Schaan after submitting its proposal.

Ottawa Has Rejected a Standalone Chip Strategy​

The proposed seventh pillar is also a pragmatic retreat from the industry’s larger ask. In May, AI and Digital Innovation Minister Evan Solomon told BetaKit that the federal government would not produce a standalone national semiconductor strategy, arguing that existing AI-compute programmes and broader industrial funding already apply to chip companies.
That policy line leaves the CSC seeking a formal lane within the AI strategy rather than a separate programme or major new funding commitment. According to BetaKit, its five requested measures include a Canadian-content plan for sovereign-compute investments, hardware entry points in existing AI programmes, and semiconductor-specific treatment in AI workforce policy.
For enterprise IT, the distinction is more than branding. Procurement targets and capital-allocation criteria can determine whether publicly backed data-centre buildouts create demand for Canadian photonics, packaging, edge silicon, design services and secure supply-chain capabilities—or simply install imported GPU clusters on Canadian soil.

The Test Is Whether “Sovereign” Reaches the Supply Chain​

Canada already has some semiconductor support in place. Solomon has pointed to the Sovereign AI Compute Strategy, federal support for the FABrIC edge-components initiative, the Canadian Photonics Fabrication Centre spinout, and a $210 million Strategic Response Fund commitment involving IBM and other firms in Bromont, Quebec.
But those initiatives are not the same as a national plan with measurable procurement goals, capability priorities and a route from research through fabrication, packaging and deployment. The CSC’s intervention makes that policy gap explicit: Ottawa’s strategy may fund Canadian AI demand, while the highest-value hardware layers remain outside Canadian control.
The next meaningful signal will be whether the government turns its broad sovereign-AI language into procurement rules and programme criteria. Without them, Canada can build data centres at home while continuing to import the most strategically important component inside them.
