Intel has completed the Pentagon-backed RAMP-C pilot on its 18A manufacturing process, but the milestone does not confirm production-chip orders from Microsoft, Nvidia, IBM, Qualcomm, or any other program participant.
As reported by MLQ.ai, the Rapid Assured Microelectronics Prototypes–Commercial program moved customers through test-chip development on Intel 18A, the company’s advanced U.S.-based process built around RibbonFET gate-all-around transistors and PowerVia backside power delivery. The program’s purpose was to validate a domestic design-and-manufacturing path for commercial and sensitive government silicon—not to announce retail products or volume foundry contracts.

A Defense Department fiscal 2023 performance report said Nvidia, Microsoft, and IBM had taped out 18A test chips ahead of possible product-design decisions. That is a meaningful technical milestone: a tape-out sends a completed chip design to fabrication and tests whether the process design kit, intellectual-property blocks, design tools, and manufacturing flow work together.
It is not, however, evidence that Microsoft plans to ship an Intel-made processor in Windows PCs, Azure servers, or another product line. Intel’s completion announcement reportedly named no customer products, production volumes, purchase commitments, or manufacturing agreements.
That distinction matters because foundry pilots can prove design compatibility while still leaving customers to evaluate yields, cost, performance, packaging, qualification requirements, and long-term capacity before committing a commercial design.

Secure Enclave is the next government-facing path​

Intel is directing RAMP-C participants toward its Secure Enclave manufacturing program, a U.S. government-backed effort for trusted leading-edge semiconductor production. Intel originally announced an award of up to $3 billion for Secure Enclave in September 2024; company filings later said the award increased to $3.3 billion in 2025.
The funding supports Intel’s capability to manufacture chips for national-security use. It should not be read as an order book for the earlier RAMP-C participants, nor as confirmation that Microsoft has selected Intel 18A for a future Windows or cloud product.
For enterprise IT buyers and Windows hardware watchers, the immediate consequence is indirect: Intel has cleared another validation stage for a domestic advanced-node ecosystem. The next material signal would be a named production design, a customer fabrication agreement, or a product announcement—not the completion of the pilot alone.
