Does that make sense?

Say you're looking at a weather-radar display online and it just randomly intermittently updates, so I want to point a screen recording/capture software at that area and leave it running, but only have it capture a frame when there's an update/change in the capture region.
If I end up having a bunch of image files then I'll compress them into a video container.

Know of anything that can do this?

Currently, I only know of screenshot programs for my Samsung laptop. But they work only in manual mode. I think it's also possible to set the app to take screenshots at a set frequency.

I've got a video now, but I need to remove sequential duplicate frames, such that the end result will be a series of unique frames.
