go to to options click on view downloads a box should pop-up click on options in the bottom left corner and it should ask you where you want your downloads to go.

Here is a web Browser I made it is called Dooki. (Don't ask about the name) It was made in visual basic and is based of Internet Explorer. But it's lightweight and faster.

try to uninstall microsoft.net framework and reinstall it. It should be under installed updates in add/remove programs.
