The article did identify the registry key to turn the UAC back on. The Gadgets appear, but the rest of the problems remain. That is, the control panel still won't open, nor any of the applets. Thank you Randy

I didn't think I did. I can't check now because I can't open User Account Control Settings. Perhaps via the registry? Do you know where I'd find that setting?
