Not really a fix but a good workaround, try installing the free app, "Winaero Tweaker " It will give you the option of going back to the full Win 10 options menu. Quite a few other "Hacks" in the program also to roll back other features ( taskbar, start menu, etc. ) from the disastrous Windows 11
