About this tag
The tag 'all users' on WindowsForum.com covers discussions about installing applications for all user accounts on a Windows system, managing Start Menu items that appear for every user, and locating the All Users folder in Windows 7. Common topics include why some software offers an install-for-all-users option while others do not, how to add shortcuts or links to the Start Menu for all users, and the difference between per-user and all-users Start Menu locations. Users also explore the ProgramData folder and the All Users profile path, often encountering hidden folders or duplicate entries. The tag reflects practical troubleshooting and configuration advice for system administrators and power users managing multi-user Windows environments.

Why would a Windows developer/packager not provide the option to install-for-all-users

Some applications can be installed "for all users" (from an admin account), and some can't. AFAIK, the availability of such option is a design on the side of the packager (or developer+packager?) Is there any rationale for a developer/packager not to provide that option, so the user decides?
