Windows 8 Mail in Win 8.1 ....As good as Windows live mail?

Windows 7 LG 990U mobile phone for Win7
Although when I connected my mobile phone to the computer, and opened Windows Mobile Center, it immediately found my phone and after showing 3 types of connections, stated it is "ready for use".
