When I run system health report, it runs, says generating report and then asks me if i want to open or save this file:

Windows Explorer is not minimizing when I open a file, and that same file opens correctly when I open it within the program.
But the issue extends with other files. For example when an external drive connects to my laptop the dialog box message (AutoPlay) goes to my taskbar DIRECTLY.

About 98% of the time, when I double click on a file (video, photo, mp3, etc) the app opens under the current window.
Rarely it opens on top like I'm used to.
Never had this issue with XP, it always opened the app on top of whatever else was open and maximized at the time...
in my W7 I have something very strange. That I open a first file of a program or application and it is opened maximized. But when I open a second file or doc of a previous application program, that one is minimized at the taskbar. Your help is appreciated.
