link speed

Hello, I use 128kbps ISDN dial up modem,and use Windows7.My problem is that,whenever I use the network icon on taskbar,and open network status,it says,my speed is 128kbps.But when I start taskmanager,and click on networking tab,it says my 'link speed' is 140kbps.Whats the problem with...
