My desktop icon text have suddenly changed to shadow or outline. How can I change it?

Anyone know how to change the outline of the selected area on the desktop from the dots that are about a pixel apart to a solid color. I went into the advanced color settings, to selected items, and changed that color to what I wanted it to be, but the outline for selecting an area is still the...

I have this problem. When im in a folder and select a item then click on the white bit or elsewhere the item will deselect but i have this outline of the select thing still there. Screenshot: Where i circled is the problem. It's in everything including control panel. Just not desktop. Why?
