When I download an iso from this site https://support.microsoft.com/en-us/kb/913086 does it include all updates up to and including the month I select or are the updates for that month only?

If I remember correctly, this is the second update where they replace a bunch of .dll files. The last time they found some type of problem. Have they found another problem or were these files not replaced the first time...?
At least the Support Info page is working.
When Microsoft issued the latest build of Windows 10, build 10049, to Windows Insiders it had two known issues which are addressed with these two patches.
