I have no idea of who either of those men are, but I would find it somewhat more pleasing if the speaker were arrested. Bieber's offense is now history, but the speaker only has to open his mouth to offend, and I saw no indication that his behavior is likely to change soon.

You do have a valid point the speaker does use many expletives in his narative. It is comedy at the end of the day and a little latitude is the norm in such cases.
Many comedians seem to find a need to punctuat each sentence with a four letter word. Not sure why but maybe they feel it adds emphasise to there comedy ?
