Windows 7 Access denied when trying to activate Windows 7 with a key

I currently have Windows 7 Professional 32-bit currently installed on a computer.
I'd like to upgrade it to Windows 10, however I have that option blocked because my copy is unactivated and not genuine.

I tried to use slui to input my key but I keep getting error 0x80070005 with slui, windows update and other apps that would let me activate my system.
The key I have is on a sticker on my PC, the license type is OA. I have no idea what happened before, but someone before me did something to the system and made it so that it unactivated.

I did a scan with Windows Defender and my system is clean from any viruses and such.

Also when I rightclick My PC and go into properties I have a text saying activation status is not available.
I tried a lot of things, even using windows loader to input with my key, but that didnt even work.

Solution
You'll need to do a clean install of Windows 10 and then enter your license. The Windows 7 license serves have been down for a long while since Windows 7 is EOL.

I would also installed the 64 bit version of Windows 10 vs 32 bit.
