Windows 7 Audio device networking?

Is there a way to share a usb or firewire audio device over a network that all uses Windows 7 Ultimate 64bit?

What device? If that device has a network port on it, then yes you could. Example; some printers now have ethernet ports built into them. Now, some routers and NAS's have the ability to add a usb device to it which then can be shared over the network. You just have to research it a bit. I have a Linksys E-4200 router which has a usb port on it which I could add an external HDD and share that drive over my network. So it's possible.
