PS: I am not expecting on running the game on high.
Motherboard: ASRock P45DE
CPU: Intel Core 2 Duo E5200 @ 3.0 GHz
RAM: Corsair 2x2GB 800MHz DDR2 CL5 DHX Dual Channel Kit
GPU: 9800GTS 512MB/256MB BUS
PSU: Sirtec 400W
Thank you!

Solution
On that 9800 dual core spec you'll have to trim the fat (drop settings to medium/low or resolutions down to 720p or below) to get it even playable at 30fps solid, as for a 8500 doing that on high? no way dude that £30 GPU would do HIGH detail above 10-15fps even at 720p, unless you have view distance on virtually zero.
I think you will run gta 4 on high settings because i have nvidia 8500 gt and i run the game almost on high settings
And i think your game will not lag at all and i recommend you for even better gaming experience download gta IV update 1.0.5 or 1.0.7
because it fixed lag!
