VIDEO Cannot Turn on Streaming with Windows Media Player! Win7,64

Hi! Very new to using my PC to stream content etc. I read through the sites tutorial and my computer is doing something very strange that isn't allowing me to turn the Media Streaming on. I can never get to the button that let's me turn it on.

I get to the step where I click "Choose media options..." and it goes to this screen here immediately without going to the screen shown in the tutorial:

There also isn't anything in the drop down menu on this page like there is in the tutorial. I have been at this for hours upon hours not finding a solution. Hopefully you guys are able to help me out. Here is a video of my showing my steps maybe that will help.
