Windows 10 Cant get ICS working on older tower

I have a Dell vostro 200 that someone gave me. I'm trying to share my 4g lte card to the Ethernet. I've done this 100 times on any other windows 10 machine and all I have to do is click the sharing tab and enable sharing on my 4g interface and then select the Ethernet from the drop down menu and I'm done.

On this computer there is no drop down to choose Ethernet to share to. If I plug anything into the Ethernet port my 4g lte card is dropped.
This is a brand new fresh install of win 10.

Is there a connection manager utility with the card? Often there is a config option to disconnect a 4g card when another connection is detected or a BIOS setting for LAN/WLAN/WWAN switching.
