Windows 7 Chrome Nanny equivalent for IE9?

I know we can block sites, and we have web filtering and everything, but I really want to be allowed to be designated like 5 mins to go on a website for every hour, like Chrome nanny does. I absolutely love IE9, but without this one feature and my exams coming up, it might require uninstallation.

Any help would be extreemly appreciated!
