Windows 7 Doesn't Contain the required space????

well ... i've created a new partition in NTFS format but when i want to install the windows 7 on this drive it says that => Setup was unable to use the existing system partition because it doesn't contain the required free space"
that's how i have 36gb freespace in that partition !!!
what should i do?
