Windows 7 Domain User Access Issue

Hello,

I'm having an issue with an user on my network. Any time he accesses control panel, tries to access the system time, or add a printer, it is giving him an access denied error. I've used gpupdate to update the group policy (which is fine because none of our other users are having the issue), deleted and re-added the computer object from the domain, and even added his domain user account as a local administrator on the computer. He is still having the issue, even with his account as a local admin.

He is the only user in our office using Windows 7 on his computer. All other users are using Vista or XP. I am able to access all of the areas noted above as other users who are neither domain or local admins.
